Resumen de Enclaves irregulares en el suelo no urbanizable y sostenibilidad: el caso andaluz

Con base en los resultados de la investigación realizada1, el presente artículo muestra una “fotografía” sintética del escenario actual de los procesos de ocupación irregular identificados en el suelo no urbanizable de Andalucía, que ayude a la visibilidad de la dimensión y características de este fenómeno y pueda ser base de actualizaciones futuras. Los resultados de la investigación constatan el sustancial incremento experimentado en el período analizado (2003-2014) y su notable incidencia territorial, identifican las características de los enclaves, así como los riesgos y afecciones medioambientales que presentan, tratando de ofrecer –en suma– una diagnosis que coadyuve a su efectiva regulación y, en su caso, integración urbano-territorial. Igualmente, al hilo de este escenario y a manera de reflexión, incorpora algunas recomendaciones para acometer la inexcusable tarea de atender estos asentamientos irregulares que coadyuven a revertir la insostenibilidad de estos enclaves.

Based on the results of the research carried out1, this article shows a synthetic "photograph" of the current scenario irregular occupation processes identified in the undeveloped land of Andalusia, which will help visibility of the size and characteristics of this phenomenon and may be the basis for future updates. The results of the investigation find the substantial increase experienced in the period analyzed (2003-2014) and its notable territorial impact, identify the characteristics of enclaves, as well as the environmental risks and conditions they present, trying to offer – in short – a diagnosis that helps its effective regulation and, where appropriate, urban-territorial integration. Likewise, in the context of this scenario and as a reflection, it incorporates some recommendations to undertake the inexcusable task to address these irregular settlements that help reverse the unsustainability of these enclaves
