Resumen de Las voces de las geografías de la furia: luchando por la vivienda en Santiago de Chile (1990-2017)

El actual modelo de ciudad postpolítica inaugurada luego de la instauración de un neoliberalismo urbano en la gestión de la ciudad a inicios de la década de los noventa, permeo todas las subjetividades con el lenguaje del consenso. El objetivo del siguiente trabajo es llevar a cabo un análisis cualitativo de los discursos de quienes se encuentran luchando por el acceso a la vivienda y re‐politizando el espacio urbano en Santiago de Chile. Desafiar esta ciudad postpolítica y los arreglos institucionales ensamblados, implica entablar el disenso en las políticas urbanas y promover una conciencia urbana que nos remite al derecho a la vivienda y a la ciudad. ¿Qué dirán estas voces que se encuentran luchando por una ciudad más democrática y por viviendas dignas? Desde un enfoque del conocimiento subalterno, se han entrevistados a los voceros que se encuentran junto a su comunidad generando alternativas en la construcción del hábitat social de la ciudad. Los resultados apuntan a la existencia de subjetividades políticas que se encuentran agrietando los neoliberales modos de producción de la vivienda social, y la tecnocracia imperante en los modos de gobernanza de las ciudades neoliberales. Las conclusiones muestran que las actuales luchas por la vivienda no solo se dirigen a exigir vivienda, sino que también a profundizar y espacializar la democracia.

The current post‐political city model inaugurated after the establishment of an urban neoliberalism in the city's management in the early 1990s, permeated all subjectivities with the language of consensus. The objective of the following work is to carry out a qualitative analysis of the speeches of those who are fighting for access to housing and re‐politicizing the urban space in Santiago de Chile. Challenging this postpolitical city and the institutional arrangements put together, implies dissent in urban policies and promote an urban consciousness that refers us to the right to housing and the city. What will these voices say that they are fighting for a more democratic city and for decent housing? From a subaltern knowledge approach, the spokespersons who are next to their community have been interviewed generating alternatives in the construction of the social habitat of the city. The results point to the existence of political subjectivities that are cracking the neoliberal modes of production of social housing, and the technocracy prevailing in the modes of governance of neoliberal cities. The conclusions show that the current struggles for housing are not only aimed at demanding housing, but also at deepening and spatializing democracy.
