Resumen de Algunas consideraciones para la adecuación de las contribuciones federales en materia de agua

  Este trabajo refiere algunas consideraciones sobre las contribuciones federales y el uso racional de los recursos hidráulicos, para el caso mexicano. Contiene una breve explicación de sus rasgos económicos, institucionales (desde el punto de vista de la organización administrativa) y jurídicos. Este método de análisis se desprende de la experiencia del autor en esta área, y del conocimiento de casos de otros países, lo que le permitió apreciar rasgos que son particulares al caso mexicano. Además, el trabajo aporta el conocimiento de los aspectos antes referidos, razón por la cual será de interés para analistas de otros países. El trabajo se divide en tres secciones. La primera muestra los aspectos relevantes en materia de derechos y contribuciones; en la segunda se discuten algunos rasgos sobre el uso racional de los recursos hidráulicos, y la tercera formula algunas reflexiones sobre diversas objeciones hacia las contribuciones federales. Se ha propuesto en este documento, desde una estructura general, que es el marco institucional, jurídico y económico, que existen disfuncionalidades que deben ser cubiertas para permitir un mejor sistema financiero del agua.

  This paper try about some considerations around the federal dutties, price formation process, and the rational use of hydraulic resources, but for the mexican case. It contains a brief explanation on its juridic, economic and institutional (management view) features. The analytical method is outcome from the own-experience in the field, and form the knowledge of other country cases, so that it was allowed appreciate the concern to make explicit the particular features to mexican case. Moreover the paper bring the acknowledgement to the aspects before referring, for the same reason it will be interesting to analyst in other countries.The paper is divided into three sections. The first, that show the matters around the duty; the second, that has been dedicated to discuss some features on rational use of hydraulic resources; and, the third, that make some reflections on several objections to the dutties. Last but not least, we include a section that contain the main results. It is proposed in this paper; from the one general structure, that is the juridic, institutional and economic frameworks, that there are disfunctionalities that must be covered to allow a better hydraulic financial system.
