    Es probable que al iniciarse el siglo XXI el agua presente, en el mundo en desarrollo, una situación crítica cuyos impactos adversos podrán evitarse si se cuenta con un enfoque balanceado y sostenible para el desarrollo hidráulico. En años recientes, el tema agua se ha ignorado en el ámbito internacional. La percepción de la importancia del agua difiere sustancialmente en el Norte y en el Sur. Por ello, el Sur debe asegurarse que en el Norte no sólo se aprecie la relevancia del agua en el porvenir del Sur sino también la urgencia de dar una gran prioridad al agua en la agenda internacional.

    Water is likely to be one of the most critical resource issues of the developing world in the early part of the 21st century A balanced and sustainable approach to water development is mandatory if the adverse impacts of the impending water crisis are to be avoided. Water has been practically ignored on the international agenda in recent years. The perspectives on water of the North and the South differ in certain fundamental ways. Thus, the South should have a special interest to ensure that the North appreciate not only the importance of water to the South‘s development but also the urgency of putting water on the current international agenda as an important item.
