    La legislación autonómica de urbanismo y ordenación del territorio incorpora de manera generalizada instrumentos orientados a dar cobertura a la ejecución de actuaciones propias y directas de la Comunidad Autónoma, prevaleciendo sobre el planteamiento y las competencias urbanísticas municipales. Se trata de una potente herramienta que ha causado una fuerte conflictividad y litigiosidad. Entre las numerosas actuaciones de interés regional aprobadas en España, destaca por el uso de este instrumento la Comunidad de Castilla y León, tanto por el número de iniciativas abordadas como por la variedad de las mismas, y especialmente por la imbricación con procedimientos legislativos que han sido cuestionados por el Tribunal Constitucional, dando lugar a una nueva jurisprudencia constitucional sobre las leyes singulares

    The autonomous urban planning and land planning legislation incorporates in a generalized way instruments oriented to cover the execution of own and direct actions ot the Autonomous Community, prevailing over planning and municipal urban competences. It is a powerfull tool that has caused a strong conflict and ligitation. Among the numerous actions of regional interest approved in Spain, the use of this instrument by the Community of Castilla y León stands out, both for the number of iniciatives addressed and the variety of them, and especially for the overlap with legislative procedures that have challenged by the Constitutional Court, giving rise to a new constitutional jurisprudence on the singular laws
