    La industria chilena del salmón experimentó una severa crisis sanitaria-ambiental a fines de los 90. Ello llevó a un profundo debate legislativo sobre nuevas regulaciones para el sector. En este contexto las organizaciones no gubernamentales (ONGs) críticas al sector salmonero encontraron una oportunidad para materializar cambios reglamentarios y legislativos a la industria. Sin embargo, a pesar de un mayor espacio político abierto, las ONGs tuvieron escaso impacto en las nuevas regulaciones. El caso analizado demuestra las dificultades estructurales que estas organizaciones encuentran para incidir en el espacio público, a pesar de condiciones más favorables para su influencia.

    The Chilean salmon industry experienced a severe sanitaryenvironmental crisis at the end of the 1990s. This led to a profound legislative debate on new regulations for the sector. In this context, non-governmental organizations (NGOs) critical of the salmon sector, found an opportunity to materialize regulatory and legislative changes to the salmon industry. However, despite a greater open political space, the NGOs had little impact on the new regulations. The analyzed case demonstrates the structural difficulties that these organizations find in influencing public space, in spite of their willingness to change and the most favorable conditions for their influence.
