    Durante la llamada crisis migratoria, Libia se ha convertido en un socio clave para la Unión Europea. Desde la Agenda Europea de Migración de 2015 hasta el Memorándum de Entendimiento entre Italia y Libia de febrero de 2017, y en la actualidad, se han ido sucediendo una serie de declaraciones e instrumentos financieros, centrados principalmente en la necesidad de mejorar las infraestructuras libias que gestionan la inmigración en el interior de las fronteras terrestres y marítimas de los países terceros situados en el Norte de África y, concretamente de Libia. El objetivo de nuestro trabajo es, en primer lugar, ofrecer una visión de las principales herramientas que ha utilizado la UE para cooperar con Libia en materia de inmigración y asilo a partir del año 2015. En segundo lugar, estudiar la propuesta surgida en la UE para la creación de plataformas de desembarco con Estados terceros. En tercer lugar, debemos atender a la problemática situación actual de los derechos humanos en Libia, para plantear, por último, las cuestiones jurídicas que derivan de la deslocalización del control de fronteras en un territorio como Libia.

    During the so-called migration crisis, Libya has become a key partner for the European Union. From the 2015 European Agenda on Migration to the Memorandum of Understanding signed by Italy and Libya in 2017, and nowadays, a number of statements and financial instruments have been issued, focusing mainly on the need to improve Libyan infrastructures that manage migration within the territorial and maritime borders of these third countries. The aim of our work is firstly to give an overview of the main tools the EU has used to cooperate with Libya on migration and asylum from 2015 onwards. Secondly, to study the proposal that has emerged in the EU for the creation of disembarkation platforms agreements with third countries. Thirdly, we must look at the current problematic human rights situation in Libya, to finally raise the legal issues arising from the delocalisation of border control in a territory such as Libya.
