La ley de financiación de la defensa: una necesidad inaplazable

    El Presupuesto de Defensa de un país, dada su importancia, no debe quedar sometido al proceso de discusión política y ver mermados sus recursos en beneficio de otras partidas presupuestarias social y políticamente rentables. La operatividad y equipamiento de las Fuerzas Armadas debe quedar al margen de estas circunstancias por lo que se hace necesario articular instrumentos de autonomía financiera que posibiliten esa necesaria independencia de la partida presupuestaria de Defensa respecto de los Presupuestos Generales del Estado. La solución pasa por articular una ley orgánica de financiación de las Fuerzas Armadas que posibilite esa finalidad y establezca por ley un umbral mínimo de gasto del Producto Interior Bruto de un 2%. Sin embargo, esta posibilidad dista de poder concretarse en un futuro.

    The Defence Budget of a country, the importance should not be subjected to the process of political discussion and see depleted its resources for the benefit of other social budget and politically profitable items.
