El presente artículo describe los sistemas educativos técnicos superiores de Colombia y Chile enfatizando sus características y posibilidades. Mientras que en países como Francia la educación técnica constituye un factor de reconocimiento social y económico para el ciudadano, la dinámica es diferente para los países latinos. En Colombia, se espera que los estudiantes alcancen una educación de nivel universitario subvalorando la oferta y las posibilidades de la educación técnica. En Chile, existe un fenómeno de segmentación educativa en el que los estudiantes con mayores recursos asisten a las universidades privadas y los menos favorecidos asisten a la capacitación técnica. En este contexto, tanto Colombia como Chile están reformando la educación superior no universitaria. En Colombia se está planificando la constitución de un nuevo Sistema Nacional de Educación Terciaria (SNET). El SNET modificará la educación superior para que apunte a un mayor reconocimiento social de la capacitación técnica. Chile también hace grandes avances hacia una oferta educativa como un bien social, implementando la educación gratuita en el nivel de educación superior, un Marco Nacional de Cualificaciones, una nueva Ley Nacional de Educación Superior y su Política Nacional de Educación Técnica Profesional.
This paper describes the higher technical education systems of Colombia and Chile emphasizing their characteristics and possibilities. In countries such as France, technical education constitutes a factor of social and economic acknowledgment for the citizen while latino countries it is not. In Colombia, students are expected to achieve university-level education undervaluing the offer and possibilities of technical education. In Chile, there is a phenomenon of educational segmentation in which students with the greatest resources attend the universities and the less favored ones enroll in technical training. Against this background, in Colombia the constitution of a new National System of Tertiary Education (SNET) is currently being planned. The SNET will modify higher education so that there is mobility between technical and university education, and aims at greater social recognition of technical training. Chile also makes great progress towards an educational offer as a social good, implementing free education at the higher education level, a National Qualifications Framework, a new National Law on Higher Education and its National Policy on Professional Technical Education.
