    La Autoridad de Cuenca Matanza-Riachuelo (ACUMAR) es un ente público e interjurisdiccional que reúne en su estructura al Gobierno Nacional, a la Ciudad Autónoma de Buenos Aires y a la Provincia de Buenos Aires, y puede intervenir administrativamente en materia de prevención, saneamiento, recomposición y utilización racional de los recursos naturales. La Corte Suprema de Justicia de la Nación dictó un fallo, en 2008, obligando a los estados responsables y a la ACUMAR a llevar adelante un Plan Integral de Saneamiento Ambiental. El propósito de este trabajo es describir algunas características del funcionamiento de la ACUMAR y sus prácticas, como también analizar la política pública de este organismo para poder identificar sus consecuencias y en este sentido el nivel de avance hacia el saneamiento. Dicho análisis se realizará a partir de un enfoque teórico-metodológico que intenta retomar la perspectiva de la Sociología del Desarrollo.

    Authority of the Matanza Riachuelo Basin (ACUMAR) is a public and interjurisdictional entity that combines in its structure the national government, the Buenos Aires city government and Buenos Aires Province government. This institution has the obligation to regulate and control industrial activities, the provision of public services and other activities with environmental impact. The Supreme Court issued a landmark ruling, in 2008,obliging responsible States and ACUMAR for carrying out an Integral Plan for Environmental Sanitation, with the aim of preventing environ mental damage and recompose the Matanza Riachuelo Basin.

    The purpose of this paper is to describe some characteris tics of the ACUMAR operation and practices,and to analy ze public policy of this agency to identify its consequences and in this sense the level of progress towards sanitation.

    This analysis is done from a theoretical and methodological approach that seeks to recover the perspective of the So ciology of Development.
