Reelección consecutiva de los órganos de elección popular: una reforma inquietante

    El principio de la no reelección que ha permitido consolidar el sistema presidencial previsto en la Constitución mexicana, también ha contribuido a legitimar el régimen político, la renovación de los grupos dirigentes con independencia del partido, aprovechando incluso la experiencia adquirida mediante un sistema de recompensas. La reforma constitucional recientemente promulgada por el Presidente de la República, impacta principalmente al quehacer legislativo sea federal o local, así como a las alcaldías, para los próximos comicios de dos mil dieciocho, sin olvidar las candidaturas con perspectiva de género del cincuenta por ciento de mujeres a que estarán obligados los citados grupos partidistas; en ese tenor, es menester analizar las ventajas y desventajas generales de la reelección consecutiva, conforme al último intento anterior a la reforma, a la luz del pensamiento elitista-tecnocrático de Schumpeter y la elección racional de Downs.

    The principle of non-reelection has consolidated the presidential system under the Mexican Constitution, has also contributed to legitimize the political system, the renewal of the leaders regardless of party groups, also taking advantage of the experience gained through a system of rewards.
