O Jogo Social dos atores na Gestão Federativa em Saúde

    The site for the federative management is the Regional Commission of Intergestores (cross-linked managers). There, the different actors discuss, negotiate and agree on health-related actions. This qualitative study was conducted in order to understand the federative management carried out for health issues in regions of the Paraná (Brazil). Forty (40) municipal managers participated, working in five focus groups, and five agents from the State's management were interviewed. The results were analyzed under a hermeneutic-dialectical approach, under the Game Theory. In the discussions among managers prevailed some claims about issues from both the state and national spheres. The turnover of some managers and the lack of formation in other ones made harder to build the collective cohesion. The power stood out when the will of a few ones prevailed over the others by reaching a consensus based on the apathy. Interference from other social games was confirmed, mostly from the political, economic and the media fields. It is concluded that a health federative management requires the positioning of the actors in a way other than the one existing now.

    O espaço da gestão federativa é a Comissão Intergestores Regional, onde atores discutem, negociam e pactuam ações de saúde. Com objetivo de compreender a gestão federativa produzida em regiões de saúde do Paraná - Brasil, realizou-se estudo qualitativo. Participaram 40 gestores municipais em cinco grupos focais e cinco representantes da gestão estadual, entrevistados. Os resultados foram analisados por meio da hermenêutica-dialética, à luz da Teoria do Jogo Social. Nas discussões dos gestores predominaram demandas das esferas nacional e estadual e a rotatividade de alguns e o despreparo de outros dificultam a construção de um coletivo coeso. O poder teve destaque, fazendo com que a vontade de uns prevalecesse e o consenso fosse alcançado à custa de apatia. Constatou-se interferência de outros jogos sociais, com destaque para o político, econômico e da comunicação. Considera-se que a gestão federativa necessita posicionamento dos atores diferente do encontrado.
