El incremento de los índices de pobreza y exclusión de amplios sectores de la población sugiere un problema mayúsculo: en esas condiciones: ¿qué posibilidades existen de consolidar un sistema democrático basado en la igualdad entre individuos? La resolución de tal conflicto es urgente en función del orden político que se desee construir.
En ese escenario, el proceso de integración regional que actualmente se encuentra en marcha tiene como tarea el restablecimiento de mayores niveles de igualdad y justicia; esto significa poner en el centro del debate el tema de la ciudadanía social si lo que se pretende es construir sociedades genuinamente democráticas.
Si bien la acción que desarrollan los estados parte del Acuerdo es importante, la que puedan plantear los actores de la sociedad civil es decisiva, puesto que permitirá ampliar los estrechos límites dentro de los cuales aún permanece el MERCOSUR.
El propósito de este trabajo es analizar las acciones instrumentadas hasta el momento en la dirección antes planteada y las perspectivas de avanzar hacia la ciudadanía social en el MERCOSUR como camino para que los países que lo integran puedan resolver el grado creciente de desigualdad que caracteriza a sus sociedades.

The increase in poverty and exclusion rates of wide sectors in the population suggests a huge problem:
under those conditions, what are the possibilities to consolidate a democratic system based on equality among individuals? The solution of such a conflict is urgent with respect to the political order we may desire to build.
In this setting, the process of regional integration currently under way should, as one of its tasks, reestablish higher levels of both equality and justice, which implies making the subject of social citizenship the center of debate, if we really intend to build genuinely democratic societies.
While the action developed by the states forming part of the Agreement is important, that which the agents from the civil society may propose is decisive, since it will allow to widen the narrow limits still surrounding the MERCOSUR.
The aim of this paper is to analyze the actions that have been carried out up to now in the afore mentioned direction and the perspectives of advancing toward social citizenship in the MERCOSUR in such a way that the countries involved may solve the increasing degree of inequality that characterizes their societies.
