La tensa situación en Venezuela aún podría desembocar en un conflicto internacional.
Dado que la capacidad de veto de determinadas potencias parece excluir la posibilidad de una resolución del Consejo de Seguridad de la ONU, la justificación a una intervención internacional debería buscarse en otro sitio. A priori el término de «responsabilidad de proteger» puede adaptarse a este escenario, pero la inexistente legislación sobre el concepto y las restrictivas condiciones bajo las que se permite su aplicación generan dudas al respecto. Todo ello sin olvidar que no todos los conflictos internacionales se han iniciado respetando las excepciones establecidas a la prohibición del uso de la fuerza

The tense situation in Venezuela may still lead into an international conflict. The power of veto certain countries hold appears to preclude a UN Security Council resolution.
Therefore, the legitimacy for an international intervention must be sought elsewhere.
The concept of ‘responsibility to protect’ may adapt well to this scenario but the lack of legislation and the restrictive conditions under which it may be applied could prevent this. It must not be forgotten that not all international conflicts have been initiated within the exemptions to the ban on the use of force.
