    El 2 de febrero de 2012 los Estados de la zona euro firman el Tratado Constitutivo del Mecanismo Europeo de Estabilidad, que es un intermediario financiero, configurado como una organización internacional. El presente trabajo estudia el MEDE, examinando su normativa reguladora, es decir, su tratado constitutivo, que no es Derecho de la Unión.

    Aborda la reflexión que sobre él efectuó, el TJUE, en el caso Pringle. Y añade el análisis de la normativa de desarrollo que, en el marco de la Unión europea, ha regulado los programas de ajuste macro-económico.

    On February 2, 2012 the States of the euro area have signed the treaty establishing the European Stability Mechanism, which is a financial intermediary, which is configured as an international organization. This paper studies the ESM, examining its regulations, that is, its founding treaty, which is not EU law. Addresses the reflection that he was effected, the ECJ, in the Pringle case. It adds the analysis of the implementing regulation that, in the framework of the European Union, has regulated the programs of macroeconomic adjustments.
