Currently millions of animals have been used in experiments around the world. The pain, distress and death experienced by animals have been a subject of intense debate in recent years. There is a demand for the substitution of traditional techniques, which use animals indiscriminately by other methods. These assays are based on the 3Rs approach (Reduction, Refinement and Replacement), that reduce the number of living beings, refine the tests to increase the animal welfare or replace them for in vitro techniques. Brazil is under the regulatory process and compulsory use of some of these alternative tests. On the other hand, seven Brazilian states already have local laws banning animal testing with products and ingredients for cosmetics purposes. This review provides a brief description of the substitutive methods according to their purpose in assessing the safety profile of chemical compounds, besides the associated technical and ethical advantages, and the history of legal advances in Brazilian law. The current scenario represents both a breakthrough and a challenge for industry and regulatory agencies towards readjustment and judgment, and in the med-term it is an important transition to the incorporation of new technologies by Science and changing paradigms regarding ethical scientific conduct.
Anualmente milhões de animais são usados em experimentos pelo mundo. A dor, o sofrimento e o sacrifício dos animais têm sido temas de intenso debate nos últimos anos. Existe uma demanda para a substituição de técnicas tradicionais usando animais indiscriminadamente por outros métodos. Estes baseiam-se na abordagem dos 3Rs (Reduction, Refinement e Replacement), que reduzem o número de cobaias, aprimoram os testes para aumentar o bem-estar animal ou os substituem, usando técnicas in vitro. O Brasil encontra-se em processo de regulamentação e obrigatoriedade do uso de alguns desses testes alternativos. Por sua vez, sete estados brasileiros já possuem leis locais proibindo teste animal com produtos e ingredientes para fins cosméticos. Esta revisão fornece uma breve descrição dos métodos substitutivos conforme suas finalidades na avaliação do perfil de segurança de compostos químicos, as vantagens técnicas e éticas associadas, além do histórico dos avanços jurídicos na legislação brasileira. O cenário atual representa tanto um avanço quanto um desafio para a indústria e para os órgãos regulatórios competentes no sentido de readequação e correto julgamento, sendo em médio prazo um importante alinhamento a incorporação de novas tecnologias pela Ciência e as mudanças de paradigmas no tocante à conduta científica ética.
