El resurgir de los comunes y la gobernanza de sistemas comunales tradicionales en riesgo: el caso de Enirio-Aralar

    En un contexto en el que el estudio y análisis de los comunes ha resurgido con vigor, la gobernanza de los sistemas comunales de pastoreo afronta nuevos retos derivados de sus múltiples usos y de un contexto social y económico cambiante. En este trabajo se analiza el caso de la Mancomunidad de Enirio-Aralar (Gipuzkoa, País Vasco), lugar donde recientemente han emergido conflictos y donde en definitiva se está poniendo en riesgo la gobernanza de su sistema comunal tradicional. Se concluye que sólo la adaptación de la Mancomunidad tanto a las nuevas funciones que le demanda la sociedad como al creciente intervencionismo de las instituciones provinciales y europeas en la ordenación del territorio rural, podrá seguir garantizando su supervivencia como comunal en el futuro.

    The study of commons has resurged vigorously. In this context the analysis of traditional grazing commons whose governance is subject to great challenges associated with changing socio-economic conditions and the co-existence of multiple uses is of particular interest. In this article we analyze the case of Eniriro-Aralar Community (Gipuzkoa, Basque Country), where a strong socio-ecological conflict emerged due to the multiple uses that co-exist in the area and the governance of its traditional common systems. The study shows that the subsistence of the area as a common will depend in the adaptive capacity of the community to the increasing intervention of European and regional institutions in rural planning and the satisfaction of new social demands.

    Komunen inguruko azterketak indarrez suspertu dira, eta testuinguru horretan artzaintza-sistema komunalen gobernantzak erronka berriei egin behar die aurre, bai haren erabilera anitzetatik bai testuinguru ekonomiko eta sozial aldakorretik eratortzen direnak. Ikerlan honek Enirio-Aralar Mankomunitatearen (Gipuzkoa, Euskal Herria) kasua aztertzen du, izan ere, gatazkak azaleratu dira oraintsu eta finean haren sistema komunal tradizionalaren gobernantza arriskuan jartzen ari da. Ondorio gisa, Mankomunitatea halabeharrez egokitu behar da, bai gizarteak eskatzen dizkion funtzio berrietara bai landa inguruko lurralde-antolaketa alorrean europar eta probintzia-instituzioek adierazten duten esku-hartze hazkorrari ere; soilik horrela bermatuko du bere komunalaren biziraupena etorkizunean.
