Construction in developing countries isoften encounteredwith multifarious challengesincluding contractor’sperformance due to lack of qualification and resources.The lowest bid criterion is binding in public procurements. However, contractors exploit the loopholes in the bid process management system.This paper scrutinizes the prevalent rules forthe bid evaluationand investigates thecriterion used by both clients and consultants in selectingthe contractors duringthe bids evaluation phase of construction projectsin Pakistan. The current research uses the relative importance index and severity index approach to analyze the data. It was discoveredthat proper planning, creditworthiness, transition plans, plant andequipment holding, financial stability, past performance,andquality,are the most imperativefactors,influencing the contractor’s selectionprocedures used by clients and consultants. Likewise, a highprobability of success is presaged if the contractorsare selected using the multi-criteria method. The studycontributes to the body of knowledge by revealingthe significantfactors impactingthe contractor’s selection and bid evaluationprocess, especiallyin a developing country.Itsresults and methodology can also be generalized with caution in other developing countries having similar work environment.
