Resumen de Políticas territoriais e urbanização: o avanço da fronteira capitalista sobre a Amazônia brasileira

  The present work consists of a research component of the PGPSE / CAPES project "Territorial Development and Socio-biodiversity: perspectives for the world of the Cerrado". The same objective is to address the way that medium-sized cities have served capitalist precepts in the recent Brazilian urbanization process, both in the Cerrado and in the Amazon. In this sense, we sought to relate the transformations that occurred in the territory of the Cerrado from the modernization imposed by capitalism, through an urban restructuring through which the Midwest region has passed since the midtwentieth century with the process of expansion of the economic frontier on the Amazon, also highlighting the urban restructuring of a specific part of the region, the eastern Amazon. It is based on the understanding that the Brazilian State adapts itself to the demands of world capitalism through the implantation of the urban-industrial model. Urbanization has become an enabling action for this condition and state arrangements allow investment in infrastructure, create state planning agencies and provide population migration flows towards cities that polarize in the territory, concentrating surplus cheap labor and streamlining ubanization in Amazon. The research method is dialectical history.

  O presente trabalho consiste numa pesquisa componente do projeto PGPSE/CAPES "Desenvolvimento Territorial e Sociobiodiversidade: perspectivas para o mundo do Cerrado". O mesmo objetiva abordar a forma como as cidades médias tém servido aos preceitos capitalistas no recente processo de urbanizagáo brasileira, tanto no Cerrado quanto na Amazónia. Nesse sentido, buscou-se relacionar as transformagóes ocorridas no território do Cerrado a partir da modernizagáo imposta pelo capitalismo, por meio de uma reestruturagáo urbana pela qual a regiáo Centro-Oeste tem passado desde meados do século XX com o processo de expansáo da fronteira económica sobre a Amazónia, destacando também a reestruturagáo urbana de uma parte específica da regiáo, a Amazónia oriental. Parte-se do entendimento de que o Estado brasileiro se adéqua ás exigéncias do capitalismo mundial por meio da implantagáo do modelo urbano-industrial. A urbanizagáo tornou-se agáo viabilizadora dessa condigáo e os arranjos estatais permitem investir em infraestrutura, criar agIncias estatais de planejamento e propiciar os fluxos migratórios populacionais em diregáo ás cidades que polarizam no território, concentrando excedente de máo de obra barata e dinamizando a urbanizagáo na Amazónia. O método de investigagáo é o histórico dialético. Este trabalho é resultado parcial de uma pesquisa componente dos projetos "PGPSE/CAPES Desenvolvimento Territorial e Sociobiodiversidade: perspectivas para o mundo do Cerrado" e "PROCAD/CAPES Território, Meio Ambiente e Dinámicas Rural-Urbano-Regionais na Amazónia Brasileira".
