Resumen de Terrorismo y Derechos Humanos. La responsabilidad de los Estados que no controlan parte de su territorio

Esta comunicación advierte que cuando organizaciones terroristas se alojan en territorios no controlados por los Estados, éstos omiten su deber de proteger los derechos humanos de su población. En ese sentido, los Estados están obligados a restituir la paz. En caso no puedan, estarían obligados a solicitar ayuda a la Comunidad Internacional.

This communication warns that when terrorist organizations are housinginterritories not controlled by the States, they omit their duty to protect the human rights of their population, which are being violated by terrorist groups. In this sense, States are obliged to restore peace. If they cannot, they would be forced to request help from the International Community.
