    Starting with a quick trip regarding the consolidation of human rights at the universal level in the last 70 years from 1948, the date of adoption of the Universal Declaration by the United Nations, the present article will offer a brief analysis of one of the main challenges to human rights in international law in the 21st century: the issue of climate change. It will debate the question of responsibility for human rights violations caused by climate change and the notion of climate refugees. In particular, it will look at an urgent issue related to one of the effects of climate change, which is the phenomenon of rising sea levels and its potential impact on the human rights of the affected populations.

    A partir de uma rápida viagem sobre a consolidação dos direitos humanos no plano universal nos últimos 70 anos a partir de 1948, data da adoção da Declaração Universal pelas Nações Unidas, o presenteartigo fará uma breve análise de um dos principais desafios que se colocam aos direitos humanos no plano do direito internacional no Século XXI: a questão das alterações climáticas. Debaterá a questão da responsabilidade pelas violações de direitos humanos causadas pelas alterações climáticas e a noção de refugiados ambientais. Em particular, olhará para uma questão urgente relacionada com um dos efeitos das alterações climáticas que é o fenómeno da subida do nível no mar e o seu potencial impacto nos direitos humanos das populações afetadas.
