«No dejar a ningún municipio atrás»: escalando el «derecho a la ciudad» a la región

    La entrada de gobiernos subnacionales en la arena internacional a través de grupos de presión puede representar un punto de inflexión en la gobernanza global; sin embargo, son numerosos los desafíos pendientes a escala regional. Este artículo se aproxima a una geografía municipal del planeta fuertemente condicionada por su capacidad de respuesta ante las dinámicas de urbanización y despoblamiento rural, y reflexiona sobre la necesidad de vertebrar una gobernanza regional más representativa y solidaria. Con la implementación mundial de la Agenda 2030 centrada en la capacidad de los gobiernos locales de institucionalizar el «derecho a la ciudad» para «no dejar a nadie atrás», la región emerge como escenario de intermediación territorial donde hacer germinar el derecho a «no dejar a ningún municipio atrás».

    Subnational governments entering the international arena through lobbying may be a turning point in global governance, but numerous challenges remain at regional level. This paper charts a municipal geography of the planet that is strongly conditioned by its capacity to respond to the dynamics of urbanisation and rural depopulation, and reflects on the need to structure more representative, supportive regional governance. With the global implementation of the 2030 Agenda focussing on the ability of local governments to institutionalise the “right to the city” and “leave no one behind”, the regional level becomes the ground in which territorial intermediation can help germinate the right to “leave no municipality behind”.
