    En el ámbito de las Universidades públicas Españolas se están produciendo, en los últimos años toda una serie de cambios (demográficos, económicos y sociales), a los que hoy en día cabe añadir la convergencia de las titulaciones europeas, diseñadas con criterios comunes en toda la Unión Europea. Parece evidente pensar que estos cambios deban tener una repercusión sobre los sistemas de dirección, organización y gestión de estas instituciones públicas de educación superior; y parece lógico que ante este entorno, las universidades deban adaptar sus actuales sistemas de gestión, tradicionalmente poco fiables y operativos ante un entorno cambiante. El entorno demanda de este tipo de instituciones calidad y adecuación de los servicios universitarios a la demanda que de ellos hace la sociedad. Es por esta razón que resulta imprescindible determinar objetivos, darlos a conocer y distinguirse cada día más por la calidad de las actuaciones y por la capacidad de responder a la demanda social.

    In recent years a whole series of changes (demographic, economic and social) have been taking place in the sphere of Spanish public universities, to which we should now add the convergence of European qualifications, designed with criteria common to the whole of the European Union. Those changes obviously have repercussions on the systems of direction, organization and management in public higher education institutions, and it seems natural to think that the universities must be capable of adapting their present management systems, which have been traditionally unreliable and not very operative, to this changing environment. From institutions of this kind it requires quality services that are adapted to the demands of society. That is why it is essential for the universities to decide and publicize their goals and aim at increasing distinction for the quality of their actions and their capacity to respond to social demand. And so there is no doubt that the universities must use a suitable management model which will enable them to make optimal use of the economic and financial independence they enjoy at present. With that end in view, this work makes a detailed study of the different management systems used by organizations of this kind and the factors that influence their success or failure, with special attention to the Balanced Scorecard
