En los años posteriores al Gran Asedio, Gibraltar deseaba restablecer relaciones normales con España. Se introdujeron de nuevo en Gibraltar antiguas medidas para controlar la exportación de tabaco, para evitar que entrase en España de contrabando. El deseo de cooperar no tuvo reciprocidad desde Madrid. Desde allí se impusieron restricciones contra Gibraltar por mar y por tierra y hasta afectaron a los envíos de correo. Como contraste, el Gobernador de Gibraltar y el Comandante de San Roque encontraron maneras de cooperar a nivel local, para beneficio mutuo. Esta cooperación creció durante la década después del Asedio. A nivel popular, la gente corriente hubiera querido unas relaciones más estrechas y la oportunidad de desarrollar el comercio entre Gibraltar y España.

In the years after the Great Siege, Gibraltar wished to return to normality in its relations with Spain. It put in place long-standing measures to control the export of tobacco, to prevent it being smuggled into Spain. The willingness to co-operate was not reciprocated by Madrid. Instead, restrictions were imposed against Gibraltar by land and by sea which even impacted on the mail service. By way of contrast, the Governor of Gibraltar and the Commandant at San Roque found ways in which they could co-operate at a local level, for mutual benefit. This co-operation grew over the decade following the Siege. At a popular level, ordinary people would have welcomed closer relations and the opportunity to develop commerce between Gibraltar and Spain.
