    Despite official statements promoting a ‘partnership between equals’ paradigm, the European Union-African Union Strategy remains to date dependent on ‘donor-recipient’ scheme, hindering the fulfilment of its priority political objectives. However, ongoing reflections within both the EU and the AU may help to re-build this partnership on other concepts which embody the peculiarity of both organisations at the international level : regional integration and multilateralism. After analysing the shortcomings of the persistent ‘donor-recipient’ model, this article investigates risks and benefits of a strategy that would distinguish itself from outdated schemes, in favour of integration and multilateralism.

    Malgré les déclarations officielles valorisant le paradigme de ‘partenariat entre égaux’, la Stratégie Union européenne-Union africaine reste à ce jour dépendante de logiques de type ‘bailleur-bénéficiaire’, entravant la concrétisation de ses objectifs politiques prioritaires. Mais des réflexions en cours au sein de l’UE et de l’UA pourraient permettre de refonder ce partenariat sur d’autres bases, représentatives de la spécificité des deux organisations à l’échelle internationale : l’intégration régionale et le multilatéralisme. Après avoir analysé les écueils liés à la persistance actuelle du modèle ‘bailleur-bénéficiaire’, grâce à trois dossiers emblématiques (suites du Sommet d’Abidjan, Paix et Sécurité, Post-Cotonou), cet article étudiera les risques et avantages d’une stratégie qui s’en affranchirait, au profit de l’intégration et du multilatéralisme.
