El ordenamiento territorial es la base para que la sociedad pueda expresar sus aspiraciones en un marco político-administrativo concertado. En esta materia, Chile, desde los años noventa, en un esfuerzo progresivo, ha desarrollado diversas acciones en torno al Ordenamiento del Territorio. Un hito importante, en el marco de estas acciones fue la modificación de la Constitución Política del Estado que permite la transferencia de competencias desde el nivel central a los Gobiernos Regionales (GORE) y la implementación de un nuevo instrumento de planificación territorial: el Plan Regional de Ordenamiento Territorial (PROT). En este capítulo se sintetiza la evolución del ordenamiento territorial en Chile junto con analizar la necesidad de definir un marco científico técnico de soporte decisional con base participativa
The Territorial Ordering is the basis for society to express its aspirations in a concerted political-administrative framework. In this matter, Chile, since the nineties, in a progressive effort, has developed various actions related to land use planning. An important milestone, within the framework of these actions, was the modification of the Constitution that allows the transfer of competences from the central level to the Regional Governments (GORE by its initials in Spanish) through the creation of a new instrument of planning: the Regional Territorial Ordering Plan (PROT). This chapter summarizes the evolution of the territorial ordering in Chile, together with the analysis of the need to define a technical scientific framework of decisional support with participatory base.
