Resumen de Diagnósticos alternativos sobre la crisis de confianza

Durante los últimos años, el intenso debate respecto de las políticas públicas que necesita el país ha sido acompañado de un diagnóstico que busca interpretar el estado de ánimo de su población.
De allí ha nacido la idea de que existe un malestar difuso que recorre Chile, diagnóstico que, a la vez, ha permitido justificar la necesidad de cambios profundos en el modelo de desarrollo chileno. Este ensayo busca cuestionar dicha interpretación. Postula que la crisis de confianza no es sinónimo de malestar y que el así llamado malestar no tendría un carácter comprehensivo, sino uno asociado a aspectos específicos, cuyas debilidades, si bien necesitan atenderse, no nos tienen al borde de una crisis institucional. Por último, arguye que de la molestia de los ciudadanos no se concluye cuáles son las políticas públicas más adecuadas para satisfacer las necesidades así expresadas.

In recent years, the intense debate on the public policies that the country needs has gone hand-in-hand with an assessment about the population’s mood. This excercise has led to the idea that there is a widespread “malaise” in Chile. That assessment has also been used to justify the need of deep changes in the Chilean model of development. This essay aims to question that interpretation. It argues that the crisis of confidence is not synonymous of the so-called “malaise”. In addition, this phenomenon is not comprehensive, but rather related to specific aspects whose weaknesses do need to be addressed, but which do not have us on the edge of an institutional crisis. Lastly, it argues that no conclusion can be reached, on the basis of citizens’ unease, as to which public policies are most appropriate to satisfying those needs.
