    El artículo analiza las condiciones mínimas para ejercer protesta ciudadana por medio de la desobediencia civil. El autor sostiene que minorías pueden protestar, infringiendo normas distintas a las impuestas injustamente por mayorías e, incluso, restringiendo la libertad de otras personas, dado que no tienen otra vía disponible para concientizar a las ciudadanas y ciudadanos sobre su condición de minoría y la necesidad de cambio. Para fundamentar lo anterior, se desarrollará un concepto de minoría endémica y se expondrá la forma en que esta minoría es excluida del proceso político y del proceso legal. De igual forma, se delimitarán las cargas que debe soportar una sociedad abierta y la libertad personal de cada ciudadana y ciudadano frente a la protesta contra la exclusión de minorías por medio de la desobediencia civil. El artículo concluye con la presentación de tres condiciones mínimas para el ejercicio de la desobediencia civil

    The article analyses the minimal conditions to make the citizen protest through civil disobedience. The author says that the minorities could protest infringing the rules different from the imposed ones unfairly for majority, and indeed, restringing other people liberty, because they have not other available options to make conscience in the citizenship about their conditions of minority and the changes necessity. For that it will be developed an endemic minority concept and it exposed the mode in which this minority is excluded to the politic and legal process. In the same way, it will be explained how the charge that the opened society have to bear to, must be limited. The article concludes with the presentation of the three minimal conditions which are necessary to exercise the civil disobedience
