Fiscalización operativa de la adaptación de los cabildos insulares al cambio climático

    La Audiencia de Cuentas de Canarias ha realizado, en colaboración con el Tribunal de Cuentas Europeo (TCE), una fiscalización operativa sobre la adaptación de los cabildos insulares al cambio climático. La experiencia ha sido muy positiva, ya que el asesoramiento a lo largo de todo el trabajo de la auditora del TCE Dña. Katharina Bryan ha propiciado la aplicación de la metodología del TCE sin dificultades.

    Destaca, de la metodología aplicada, por su novedad respecto al trabajo habitual, la gestión de las “partes interesadas”, las dos reuniones en las que intervienen personas externas al equipo (la reunión “Issue Analysis”, para definir las preguntas de auditoría, y la reunión para extraer conclusiones) y la redacción de un informe comunicativo y corto, con contenido y formato distinto al regulado por la Audiencia de Cuentas de Canarias.

    Como resultado de la fiscalización se ha obtenido que, a pesar de la alta vulnerabilidad del Archipiélago a las actuales y futuras amenazas del cambio climático sobre sus sistemas naturales, sociales y económicos, Canarias no se encuentra debidamente preparada para afrontarlas, ya que ni el Gobierno de Canarias dispone de un Plan de Adaptación al Cambio Climático en vigor, que coordine con los cabildos insulares las actuaciones en este ámbito, ni las instituciones insulares disponen de instrumentos de planificación en materia de adaptación en su ámbito insular.

    The Audience of Accounts of the Canary Islands has carried out, in collaboration with the European Court of Auditors (ECA), an operational audit on the adaptation of island councils to climate change. The experience has been very positive, since the advice throughout the work of the Audit of the ECA Ms. Katharina Bryan has led to the application of the methodology of the EAC without difficulties.

    Stresses, from the methodology applied, for its novelty regarding the usual work, the management of the “stakeholders”, the two meetings in which people outside the team take part (the “Issue Analysis” meeting, to define the audit questions, and the meeting to draw conclusions) and the writing of a short and communicative report, with content and format different from the one regulated by the Audience of the Canary Islands.

    As a result of the audit, it has been obtained that, despite the high vulnerability of the Archipelago to the current and future threats of climate change on its natural, social and economic systems, the Canary Islands are not properly prepared to face them, since neither the Government de Canarias has a Climate Change Adaptation Plan in force, which coordinates actions in this area with the island councils, and the island institutions do not have adaptation planning instruments in their insular field.
