El principio de colaboración en el Estado autonómico se hace material a través de diversos institutos: el auxilio, la cooperación y la coordinación. En este artículo nos centraremos en el análisis de uno de ellos, la cooperación, para tratar de arrojar claridad sobre su naturaleza y sobre los medios específicos a través de los cuales se canaliza, sean estos órganos o instrumentos convencionales, tanto a nivel horizontal, como vertical o desde la perspectiva multinivel. Todo ello se realizará a la luz de la jurisprudencia del Tribunal Constitucional y de la doctrina que estudia el desarrollo del fenómeno cooperativo en los modelos compuestos y, específicamente, en el sistema español.
The principle of collaboration in the autonomous State is materialized through different institutes: assistance, cooperation and coordination. In this article we will focus on the analysis of one of them, the “cooperation”, in order to try to shed light on its nature and on the specific means through which it is conducted, whether these organs or conventional instruments, either horizontally, vertically or from a multilevel perspective. All of this will be done bearing in mind the Spanish Constitutional Court’s jurisprudence and the principal studies which research the development of the cooperative phenomenon in compound models and, specifically, in the Spanish system.
