Una lectura de las escuelas de formación deportiva y su contexto regulativo

    En el presente artículo se pretende abrir un espacio de reflexión y diálogo sobre las Escuelas de Formación Deportiva (EFD), en particular con aquellos entes gubernamentales que dirigen, orientan y promueven las instituciones, organizaciones, asociaciones o movimientos que se han constituido con el propósito de formar a los niños y jóvenes de la capital; formación que por lo demás, se expresa contradictoria en relación con la orientación y la intención última de la misma. Tenemos así un sentido manifiesto por asegurar convicciones,modos de ser y hacer que coadyuven en la formación de ciudadanos y aseguren su participación integral en la sociedad, finalidad claramente educativa. El otro sentido expresa el interés definido de vincular a niños, niñas y jóvenes a aprendizajes deportivos y de esta manera, iniciar un proceso sistemático en el ámbito del deporte de rendimiento; se constituye así una finalidad la formación de técnico laboral en el deporte. Una u otra finalidad implican procesos de saber y conocimiento comunes (constitución del sujeto, codeterminantes socialesy culturales) ya su vez diferenciales (procesos,valoraciones,metas, expectativas, modos de inserción social). Igualmente, un ejercicio profesional idóneo y competente para el alcance de sus fines.

    Este primer momento de reflexiónplantea el tema de losmarcos de regulación a que se encuentran sujetas las políticas, los planes y programas de implementación del deporte, en particular, las disposiciones y normas que le dan vigencia, regulación y control a las Escuelasde Formación Deportiva (EFD) en nuestro país.

    In the present article it tries to open to a space of reflection and dialogue on the Schools of Sport Training (EFD), specially with those governmental entities that they direct, orient and promote the institutions, organizations, associations or movements that have been constituted with the intention the form to children and young people of the capital; formation that in al! other respects, is expressed contradictory in relation to the direction and last intention of the same one. Wehave thus, a manifest sense to assure convictions, ways of being and doing that help in the formation of citizens and assure their integral participation in the society, purpose clearlyeducative. The other sense expressesdefined interest to link children and young people to sport learning and thus initiate a systematic process in the scope of sports yíeld, a formation purpose is constituted therefore the labour technician in the sport. One or another purpose involvesprocesses of common knowledge (constitution of the subject, social and cultural codetermining) and for its part differentials (processes,valuations, goals, expectations, ways of social insertion). Also a suitable and competent professional exercisefor reaching its aims This first moment of reflection raises the subject of the regulation frames that they are subject to the political, plans and programs of implementation of the sport, specially,the dispositions and norms that give use him, regulation and control to the Schools of Sport Training (EFD) in our country.
