Gobernabilidad ambiental en el uso del agua distrito de riego 023-San Juan del Río, Querétaro

    Esta investigación se realizó en el Distrito de Riego (DR) 023-San Juan del Río, Estado de Querétaro. En este Distrito, después de la descentralización del agua en 1992, el cuidado de la infraestructura y del recurso hídrico se convierte en responsabilidad tanto de los productores como del sector gubernamental. Se realizó una revisión conceptual de los términos gobernabilidad y gobernanza, analizando los retos que se han presentado dentro del DR, poniendo énfasis en el manejo del agua dentro del mismo. Además se hizo una comparación entre los objetivos de planes y programas establecidos dentro del municipio para el cuidado del agua y lo encontrado en campo. Para obtener la información y datos necesarios se efectuaron entrevistas estructuradas y semiestructuradas durante el periodo 2014-2016. Para el diagnóstico del manejo del agua se utilizaron datos estadísticos otorgados por el DR-023. Se concluye que la poca participación de los actores dentro del municipio se debe a los siguientes factores: falta de tiempo, prioridad a problemas propios, y falta de estructuras gubernamentales capaces de lograr la participación activa de los productores, por lo que estos factores se han vuelto obstáculos para tener una buena gobernabilidad.

    This study was carried out in Irrigation District (IR) 023-San Juan del Río, in the state of Querétaro. In this District, after water decentralization in 1992, caring for the infrastructure and the water resource became a responsibility both of producers and of the government sector. A conceptual review of the terms of governability and governance was performed, analyzing the challenges that have been present in the IR, placing emphasis on water management inside of the district. In addition, a comparison was made between the objectives of plans and programs established inside the municipality for water care and what was found in the field. To obtain the necessary information and data, structured and semi-structured interviews were carried out during the period of 2014-2016. For the diagnosis of water management, statistical data given by the ID-023 were used. It is concluded that the scarce participation of actors inside the municipality is due to the following factors: lack of time, priority to own problems, and lack of government structures capable of achieving the active participation of producers, which is why these factors have become obstacles to attaining good governability.
