Resumen de Institucionalidad democrática Colombiana: una retrospectiva a su práctica política, 1810-1990

  Cuál y cómo ha sido la senda recorrida por el sistema democrático colombiano desde los tiempos de la instauración de la República hasta 1990, serán las cuestiones a abordar en el ensayo. Se tiene como punto de inflexión el final de los años ochenta del siglo XX, cuando la sociedad civil, escéptica y agotada del manejo que hacía del poder una clase política por entonces desprestigiada, demandaba cambios estructurales en su sistema político-jurídico, encaminados a la democratización de sus instituciones. Describe la democracia previa a la Constitución de 1991 en la idea de encontrar respuesta a interrogantes acerca de ¿cuán amplia o reducida pudo ser? ¿dónde empezaba y dónde terminaba? ¿cómo era vivida o sentida por el ciudadano? Cuestiones éstas que le permitirán a los estudiosos de la complejidad política de la actual coyuntura la posibilidad de comprender el salto formal que se operó desde una democracia “representativa” a una “participativa” y su imbricación en la realidad social

  The which and the how of the Colombian democratic system´s path since the establishment of the Republic until 1990, are the aims of this paper. As a turning point, the crutiality analyzed accurred at the end of the eighties right at the last stage of the twentieth century, when the civil society, feeling skeptical and exhausted from management of a discredited political class then, demanded structural changes in its political and legal system. Those changes, led the democratization of its institutions. Also this essay, describes democracy prior to the Colombian Constitution of 1991 within the idea of finding answers to questions such: how widely o reduced it could have been? Where did it began and where did it end? How was it experienced or felt by the citizen? These matters will enable: the understanding of the current situation among the political complexity, as well as the comprehension of where is the formal leap that made a switch from a “representative” democracy to a “participatory” democracy and its integration into the social reality
