    The French exception does not lie in the existence of three levels of local authorities, but in the number of districts and the difficulty of reforming them. From this point of view, the law of July 1999 represents a real break with the past. By adopting a ten-year perspective, by maintaining the network of local officials, by taking as its goal the establishment over the entire territory of interdistrict structures elected by direct universal suffrage and granted new power at the local level, interdistrict cooperation may become the keystone of a new stage in the process of decentralization.

    Ce n’est pas l’existence de trois niveaux de collectivités locales qui constitue une exception française, mais le nombre de nos communes et l’incapacité à mener à bien une réforme. De ce point de vue, la loi du 12 juillet 1999 marque une véritable rupture. En dessinant comme horizon la décennie, en préservant le réseau des élus locaux, en fixant comme objectif le maillage complet du territoire en structures intercommunales dotées de nouvelles compétences de proximité et élues au suffrage universel direct, la coopération intercommunale peut devenir la clé de voûte de la nouvelle étape de la décentralisation.
