This article proposes a synthesis of the scenario in which mobilizations for a health reform in Brazil begin until the creation and implementation of the Unified Health System (SUS). For this purpose, a brief bibliographical review was carried out on the period that includes the military dictatorship (1964-1985), the redemocratization process and the institution of Law n. 8.080/1990, known as the SUS Organic Law, highlighting the difficulties identified by the theorists, where it is verified that there is still a long way to go the where there is still a long way to go so that universality, equity and integrality - that are three of the five fundamental pillars of this unique system - guaranteed by the Federal Constitution of 1988, are in fact materialized throughout the territory national

Este artigo propõe uma síntese do cenário no qual se iniciam as mobilizações para uma reforma sanitária no Brasil até a criação e implementação do Sistema Único de Saúde (SUS). Para tanto, foi realizada uma breve revisão bibliográfica acerca do período que compreende a ditadura militar (1964-1985), o processo de redemocratização e a instituição da Lei nº 8.080/1990, conhecida como a Lei Orgânica do SUS, salientando as dificuldades identificadas pelos teóricos, onde se verifica que ainda há um longo caminho a ser percorrido para que a universalidade, equidade e integralidade – que são três dos cinco pilares fundamentais desse sistema único –, garantidos pela Constituição Federal de 1988, sejam de fato materializados em todo o território nacional
