Iberoamérica y la Cooperación Sur-Sur frente a las encrucijadas de la agenda internacional para el desarrollo

    El año 2000 supuso un hito para el impulso, con gran consenso internacional, de la agenda que debía regirlos pasos de la cooperación al desarrollo hasta el año 2015. Los logros alcanzados, así como los desafíos pendientes, propiciaron una renovación del compromiso adquirido portodos, lo que cristalizó en la adopción de una nueva agenda, la 2030.La transición entre ambas agendas supuso un cambio de narrativa en lo que se refiere al tipo de desarrollo a alcanzar, pero también respecto a los medios a través de los que lograrlo. En este marco de transición, la transformación y los debates emergentes en relación con la cooperación al desarrollo han sido ampliamente estudiados. Sin embargo, no ha sido igualmente exhaustivo el análisis de la respuesta que, en este mismo contexto, registró una de sus modalidades: la Cooperación Sur-Sur y Triangular. Elreto es, pues, analizarlos cambios que, en esta transición entre agendas,registró esta cooperación. Para ello se recurre a la experiencia iberoamericana, la región para la que existe mayor masa crítica de información, generada porla Secretaría General Iberoamericana (SEGIB).

    The year 2000 marked a milestone given the big push the development cooperation agenda received up to 2015, on the basis of a significantinternational consensus. Both the achievements and the pending challenges fostered the renewal ofthe commitment all countries had acquired, which crystallized in the adoption of a new agenda, the 2030 Agenda for Sustainable Development. The transition from one agenda to the otherimplied a change in the narrative about whattype of development was to be targeted, but also on the means to achieve it. Within the transition framework, the transformation and the emerging debates on development cooperation have been amply studied. However, that is not the case for the response received by one of its modalities —South-South and Triangular Cooperation—, given the same context. Thus, the challenge is to analyze the changes that, within this transition from one agenda to the other, this type of cooperation faced. To that end, we take the Ibero-American experience, given it is the region on which there is the most critical information generated by the Ibero-American General Secretariat (SEGIB, by its Spanish acronym).
