    Los conceptos de desarrollo y soberanía son actualmente dos importantes aspectos que el gobierno vene-zolano ha ubicado en su discurso y en la opinión pública como parte del proyecto político y gubernamental dentro del llamado socialismo del siglo XXI. Al asociar estos dos conceptos a la esfera científica, la realidad puede cambiar radicalmente; no puede haber desarrollo ni soberanía para ninguna nación si estos no van acompañados de la producción de conocimiento científico. En este sentido, vale asumir al conocimiento científico desde dos grandes esperas: la psicología y la filosofía. De esta reflexión argumentada sobre los contextos legislativos en materia de ciencia y tecnología para el estado venezolano y las perspectivas desde la psicología y filosofía de la ciencia, se concluye que la producción de conocimiento científico, con especial atención a los procesos inherentes al investigador, es el medio para lograr desarrollo y soberanía, y no el fin.

    The concepts of development and sovereignty are nowadays two of the most important aspects that the venezuelan government has placed in its discourse and in the public opinion as part of the political and governmental project advanced within the so-called socialism of 21st century. By establishing some kind of linking between these two concepts to the scientific sphere, the reality can change radically; there cannot be any possible development or sovereignty for any nation if these two are not accompanied by the production of scientific knowledge. In such sense, it worth it to assume the scientific knowledge from these two impor-tant spheres: the psychology and the philosophy. From this reflection over the legal contexts on science and technology issues for the venezuelan state and the perspectives both psychological and philosophical of science, it is clear that the scientific knowledge, with special accent on the processes linked to the resear-cher, this is the means both for development and sovereignty, and not the finality.
