    This study focus on the issue of international security in Mercosur during the years 19912005. Initially we sought to study the theoretical definitions, concepts and opinions of authors selected on the integration process and the problems of defense and security encompassed by it. Therefore, we sought to understand the concepts of security and defense to the conceptual discussion of the historical process and the military in this region of the globe. Armed with bibliographic elements, presented the topics of regional defense and national security in the framework of Mercosur, covering topics such as drug trafficking, smuggling and guerrilla. Finally, it was aimed to expose and discuss the exchange between policies, underlain at the thought of the authors served as reference for the study and considerations of the authors. The findings point to the fact that since the beginning of the process of regional integration, which have spoken louder, are the interests of states, each seeking to solve their own domestic problems. In this context, the vagueness of a more consistent schedule hinders regional integration at all levels, especially in sensitive areas such as foreign policy and defense, too complex to be developed together

    O presente estudo encontra-se centrado na questão da segurança internacional no âmbito do Mercosul durante os anos de 1991 a 2005. Inicialmente buscou-se estudar as definições teóricas, os conceitos e as opiniões dos autores selecionados sobre o processo de integração e os problemas de defesa e segurança abarcados por ele. Por conseguinte, buscou-se a compreender os conceitos de Segurança e Defesa para a discussão conceitual do processo histórico e militar desta região do globo. Munido de elementos bibliográficos, apresentou-se os temas de Defesa regional e Segurança nacional no Âmbito do Mercosul, contemplando temas como narcotráfico, contrabando e guerrilha. Por fim, objetivou-se expor e discutir o intercâmbio entre as políticas, balizando-se no pensamento dos autores que serviram de referencial para o estudo e nas considerações dos autores. As conclusões apontam para o fato de que desde o início do processo de integração regional, o que têm falado mais alto, são os interesses particulares dos Estados, cada um procurando resolver seus próprios problemas domésticos. Nesse contexto, a indefinição de uma agenda mais consistente dificulta a integração regional em todos os planos, sobretudo, em áreas sensíveis como as de políticas externa e de defesa, muito complexas para serem elaboradas em conjunto
