  This paper is an investigation about the local institutional power during the process of construction of the Rio-grandense Republic, through the City Council of Alegrete Village, between 1837 and 1844. To the research about the local power we work from the perspective of Political History. So, we used as sources: minutes of the City Council; letters from the militar authorities, private letters from the Farroupilha elite; newspapers of the period and other sources; demonstrating the role of the local institutions in the process of construction and consolidation of the National States. The analysis of local institutions reveal the significance of the City Councils, being an organ of representativeness and relevance locally. Therefore, the villages and cities characterized in the first half of the nineteenth century as the firsts sovereign entities, being central to the formation of the Independent States.

  Apresentamos nesse trabalho uma investigação sobre o poder local institucionalizado, durante o processo de construção da República Rio-Grandense, através da Câmara Municipal da Vila de Alegrete, entre 1837 e 1844. Para a investigação sobre o poder local trabalhamos na perspectiva da História Política. Sendo assim, utilizamos como fontes: Atas das Câmaras Municipais; Correspondências de autoridades municipais, correspondências particulares da elite farroupilha; periódicos do período; entre outros, que demonstram o papel das instituições locais no processo de construção e consolidação dos Estados nacionais. A análise sobre as instituições locais revelam a importância das Câmaras Municipais, por ser um órgão de representatividade e relevância no âmbito local. Nesse sentido, as Vilas e Cidades, caracterizaram-se na primeira metade do século XIX como as primeiras entidades soberanas, sendo fundamental para a formação dos Estados independentes
