Aproximación a la problemática de la implantación de instalaciones e infraestructuras de energías renovables en el territorio subrayando su relevancia a los efectos del cumplimiento de los compromisos asumidos por la UE y los Estados miembros en el Acuerdo de París (2015) adoptado por la Conferencia de las Partes en la Convención Marco de Naciones Unidas sobre Cambio Climático. Se explica la trascendencia que ha tenido y en particular se analizan las adaptaciones y reformas que se han producido en el derecho comunitario. Se estudia, por otra parte, la problemática singular de la distribución constitucional de competencias entre el Estado y las Comunidades Autónomas, tanto en materia energética como de medio ambiente y ordenación territorial, para integrar las exigencias que, en relación con las energías renovables, derivan de aquellos compromisos, así como de otras funciones que se asignan a dichas energías en el ámbito comunitario.
Approach to the problem of the implementation of renewable energy facilities and infrastructure in the territory, underlining its relevance to the effects of the fulfillment of the commitments assumed by the EU and the Member States in the Paris Agreement (2015) adopted by the Conference of the Parties to the United Nations Framework Convention on Climate Change. It explains the importance it has had and in particular the adaptations and reforms that have occurred in community law are analyzed. On the other hand, the singular problem of the constitutional distribution of competences between the State and the Autonomous Communities, both in terms of energy and the environment and territorial planning, is studied to integrate the demands that, in relation to renewable energies, derive of those commitments, as well as other functions that are assigned to these energies in the community.
