  Este capítulo analiza el proceso de liberalización de las telecomunicaciones en España, que se inició a mediados de los años ochenta y culminó en 1998 con la apertura a la competencia del servicio de te lefonía fija. En primer lugar mostramos cómo, entre 1987 y 1993, mientras las autoridades europeas impulsaban el proceso de liberalización, el Gobierno del PSOE se centró en recuperar el control de la política de telecomunicaciones, modernizar el servicio y universalizar el acceso a la telefonía fija de voz. Posteriormente, explicamos cómo entre 1993 y 1996 surgió en el Gobierno un interés político favorable a la liberalización, debido sobre todo a que se consideró que la liberalización era una oportu nidad para reducir los precios de las telecomunicaciones y acercarse al requisito de contención de la inflación del Tratado de Maastricht. Finalmente, exponemos cómo en el breve período entre 1996 y 1998 el nuevo Gobierno del PP aceleró el proceso de liberalización y estableció el nuevo marco regula torio.

  This chapter analyzes the liberalization of the telecommunications sector in Spain, which started in the mid-eighties and finished in 1998 with the opening of fixed telephony services to the competition. Firstly, we show that between 1987 and 1993, while the European authorities began the liberalization process, the socialist party’s government focused its efforts on regaining control over the telecommunications policy, modernizing the basic telephone service, and universalizing the access to fixed telephony. Secondly, we explain how between 1993 and 1996, a political interest in favor of the liberalization emerged in the Government, as this policy was perceived as an opportunity to reduce telecommunications prices and satisfy the inflation requirement established in the Maastricht Treaty. Finally, we describe how in the brief 1996-1998 period, the conservative party’s government accelerated the liberalization process and established the new regulatory framework for the sector
