The objective of the following article is to describe, characterize and analyze liberal environmentalism as a normative context in which the global governance of climate change is inscribed, based on the theoretical contributions of the English School. The study focuses on the analysis of this normative complex, which has had primacy since the United Nations Conference on Environment and Development to date, and is characterized by accepting the liberalization of trade and finance as a program consistent with, and even necessary for, environmental protection at the international level. The paper argues that the global governance of climate change can be interpreted in the light of these ideas as an intermediate arrangement between international society and global society. Although the United Nations Framework Convention on Climate Change itself establish the international negotiations as an eminently interstate process, the increasing regulation of the issue through public-private arrangements would constitute an emerging primary institution of world society.
