    La reforma electoral de 2014 en México modificó la estructura del sistema electoral en términos de sus capacidades organizacionales. Se consolidó un proceso de centralización que ya se había iniciado desde reformas anteriores, donde a los estados se les retiró la capacidad de organizar sus propias elecciones. El Instituto Nacional Electoral (INE) cuenta con la atribución de organizar las elecciones, en conjunto con los órganos locales, pero ha excedido sus atribuciones al ordenar, incluso, a las legislaturas estatales, modificaciones a sus marcos normativos para instrumentar sus decisiones. En este caso, se analiza el proceso de formación del Servicio Profesional Electoral Nacional (SPEN), donde el INE estableció tiempos y criterios para modificar las normas estatales, planteando tensiones con el modelo federal y el sistema de división de poderes

    The 2014 electoral reform in Mexico modified the structure of the electoral system in terms of its organizational capacities. A process of centralization, which began in the previous reforms, was consolidated. In this process, the power of the states to organize their own elections was withdrawn. The National Electoral Institute (INE) has the power to organize the elections, together with local bodies, but it has gone over its power boundaries by ordering, even to the state legislatures, modifications to the norms framework to implement their decisions. In this case, the analysis is about the process of formation of the National Electoral Professional Service (SPEN) where INE established timelines and criteria to modify the state norms posing tensions with the federal model and the system of division of powers
