Resumen de ¿Son importantes los partidos? Análisis del caso uruguayo

Uruguay se ha diferenciado históricamente por su alta estabilidad democrática dentro de una región caracterizada por la volatilidad. El apego a las instituciones, su cultura política, la fortaleza de sus partidos, la integración política y social o el avance de sus reformas han situado a la democracia uruguaya como la más antigua y sólida de América Latina. ¿Qué circunstancias condicionan y favorecen la gobernabilidad en Uruguay? ¿Qué papel desempeñan los partidos políticos en la construcción de la gobernabilidad? A través de un análisis de dos experiencias de gobierno de dos partidos diferentes, el presente trabajo pretende revelar qué factores han permitido históricamente la gobernabilidad democrática en el Uruguay. Además, se profundizará en la relación entre sistema partidario y sistema electoral y en las repercusiones que el fenómeno de la fraccionalización arroja sobre el sistema político.

Uruguay has historically been singled out for its high democratic stability despite being located in such a volatile region such as Latin America. The attachment to the institutions, the political culture of its population, the continuity of its political parties, the social and political integration or the progress of its reforms have allocated the Uruguayan democracy as the oldest and most consolidated democracy in Latin America. Which are the circumstances that condition and promote governability in Uruguay? Which role do the political parties play in the construction of governability? Throughout an analysis of two different government experiences, this study aims to determine which are the factors that have historically enabled democratic governability in Uruguay. In addition, an analysis of the relation between the party and the electoral systems will be further developed in order to understand the consequences of fractionalization in the political system.
