El régimen multilateral de comercio en los tiempos del ‘regionalismo del siglo XXI’: cinco escenarios para la agenda emergente

    Dentro del GATT-OMC, la función negociadora fue durante años uno de los principales atractivos del régimen multilateral de comercio. Sin embargo, la parálisis de la Ronda Doha, sumada a la evolución del comercio, y la relevancia adquirida por los regionalismos, han puesto esta situación en entre dicho, cuestionando la centralidad de la propia OMC. Tomando dichos elementos en consideración, en este artículo se propone identifi car los núcleos de la agenda de algunas negociaciones comerciales preferenciales seleccionadas como representativas del “regionalismo del siglo XXI” (Baldwin, 2011) y analizar sus convergencias y divergencias sobre el régimen multilateral de comercio, proponiendo cinco escenarios posibles de respuestas.

    Within the GATT-WTO, the negotiating function has been for years one of the main att ractions of the multilateral trade regime. However, the paralysis of the Doha Round, in addition to the development of trade, and the importance acquired by the regionalism have challenged the eff ectiveness of this function, questioning the centrality of the WTO itself. Taking these elements into consideration in this article we aim to identify the core of the agendas of some preferential trade negotiations selected as representative of the “XXI century regionalisms” (Baldwin, 2011) and to analyze their convergence and divergence with the multilateral trading system, proposing fi ve possible scenarios.
