Evaluación de una política pública por sus beneficiarios

    El Ministerio de Vivienda, Ordenamiento Territorial y Medio Ambiente y la Intendencia de Montevideo (Uruguay), con el objetivo de establecer acciones que recuperen el patrimonio cultural y arquitectónico del barrio Ansina, establecen dos convenios para el cuidado social, urbanístico y patrimonial de esa zona y la creación de un complejo habitacional, buscando reparar los daños causados por los desalojos de 1978 y 1979.

    Ese espacio era uno de los lugares donde habitaba la comunidad afrouruguaya. El desalojo significó un desarraigo más para esta población, para la cultura afrouruguaya y para el patrimonio cultural del país. Este texto presenta resultados de entrevistas a beneficiarios que evalúan esta política de reconocimiento y redistribución.

    With the aim of taking action in order to recover the cultural and architectural heritage in the Ansina neighbourhood, The Ministry of Housing, Territorial Planning and Environment, and the City of Montevideo Council (Uruguay), have established two agreements for the social, urban and property care of the area, and the creation of a housing development that seeks to remedy the damage caused by the evictions of 1978 and 1979. That area was one of places where the Afro-Uruguayan community was settled. Their eviction from this area meant a new level of uprooting for this group of the population, for the Afro-Uruguayan culture, and for the cultural heritage of Uruguay. This work presents the results of interviews to beneficiaries who evaluate this policy of recognition and redistribution.
