    Después de las reformas que han acompañado la transición al nuevo milenio, el “laboratorio institucional” latinoamericano vive un momento de mutación profunda, ocasionada por el creciente conflicto político sobre las perspectivas de desarrollo económico y social de la región. La recepción de los institutos que permiten a las asambleas interrogar, investigar y destituir a los miembros del ejecutivo nombrados por el Jefe de Estado no siempre consiguió mantener las disputas en las márgenes del marco constitucional. En Perú, Ecuador y Brasil el reciente “uso político” del impeachment, justificado invocando el clamor suscitado por las investigaciones anticorrupción, es la señal de una racionalización aún incompleta de las formas de gobierno iberoamericanas.

    After the reforms which have characterized the transition to the new millennium, the Latin-American “Institutional Laboratory” is experiencing significant changes provoked by the growing political conflict on the perspectives about the economic and social development of the region. The reception of institutions which allow the elected assemblies to interrogate, investigate and remove executive officers appointed by the President has not always reached the effect to maintain the dispute within the constitutional frame. Recently, the “political use” of the impeachment process in Peru, Ecuador and Brazil – which has been justified by appealing to the outcry stirred up by the anticorruption investigation – is the signal of a still-not-completed rationalization of Latin-American forms of government.
