La nueva Ley orgánica 5/2000, reguladora de la responsabilidad penal de los menores, insiste en el cariz educativo y sancionador-educativo de todas las medidas que se impongan a los menores como respuesta a su conducta infractora. La medida de internamiento en un centro abierto es un ámbito excelente para ejercer esta tarea educativa. Permite hacer un trabajo sancionador-educativo poniendo al joven en situación de aprendizaje real de su proceso de socialización en un entorno normalizado y, a la vez, permite el control y el apoyo educativo que pide una medida judicial

The new Organic Law 5/2000 which regulates the penal responsibility of minors, insists upon the educational and disciplinary-educational approach of all the measures imposed on young people in response to the offences they commit. The measure of internment in an open centre is an excellent selling for carrying out this educational task. It makes it possible to carry out disciplinary-educational work, placing the young person in a real learning situation for the socialisation process in a standardised setting, while also providing for an educational control and support required by legal measures.
