La cooperación en materia de Defensa entre Portugal y España en el actual contexto europeo

    Los Estados miembros de la Unión Europea (UE) deben asumir la res-ponsabilidad de su seguridad y defensa en un entorno definido por la existencia de nuevas amenazas, una menor presencia de los EE. UU. y el desafío estructural que representa el Bréxit. La pérdida de capacida-des militares desde el inicio de la crisis hace indispensable la coopera-ción en defensa, lo que se ha materializado en un impulso reciente de la Política Común de Seguridad y Defensa (PCSD), que ha recuperado herramientas como la Cooperación Estructurada Permanente. En este contexto, Portugal y España plantean un proyecto bilateral de coope-ración en defensa novedoso, constructivo y convergente que constituye un ejemplo de entendimiento. Mediante el análisis de las posibilidades, evolución, justificación y relevancia del modelo propuesto, este artículo identifica las claves para la construcción de una cooperación bilateral en defensa mutuamente beneficiosa, que contribuya al fortalecimiento de la defensa europea.

    The Member States of the European Union (EU) must assume the respon-sibility of their Defense and Security in an atmosphere defined by the exis-tence of new threats, a lesser presence on the part of the United States, and the structural challenge that Brexit poses. The loss of military capabilities since the beginning of the crisis makes defense cooperation essential; this has materialized in a recent boost to the Common Security and Defense Policy (CSDP), which has recovered tools such as the Permanent Structu-red Cooperation (PESCO). Within this context, Portugal and Spain have put forward a new, constructive and convergent bilateral defense coope-ration project that is a model of understanding. Through analysis of the possibilities, evolution, justification and importance of the model proposed, this article identifies the key points for the creation of mutually beneficial bilateral defense cooperation that would contribute to the strengthening of European defense
