    The article attempts to report on a collective, international, and EU-funded research project, the Lascaux Program. Based on the European example, the research shows that the market model drives national and international public food policies. Despite a considerable increase in production, this policy fails to feed the planet. Food law could therefore explore a more directly political path by returning to fundamental values and principles, which could inform a genuine international public policy discussed with all stakeholders. Lascaux program proposes, on the one hand, to act at the apex of the pyramid of norms by reactivating the Havana Charter, unfortunately aborted, by basing it on the “food exception” built into the image of the cultural exception. On the other hand, at the base of this pyramid, Lascaux program seeks to decentralize politics closest to the people concerned and the communities of inhabitants.

    L’article tente de rendre compte d’une recherche collective, internationale et financée par l’Union européenne, celle du programme Lascaux. À partir de l’exemple européen, la recherche aboutit à constater que le modèle du marché dirige les politiques publiques alimentaires, nationales comme internationales. Mais que cette politique échoue à nourrir la planète malgré une hausse considérable de la production. Le droit de l’alimentation pourrait donc explorer une voie plus directement politique par un retour aux valeurs, aux principes fondamentaux, qui pourraient irriguer une véritable politique publique internationale débattue avec toutes les parties prenantes. Le programme Lascaux propose, d’une part, d’agir au sommet de la pyramide des normes en réactivant la charte de La Havane, malheureusement avortée, en la fondant sur « l’exception alimentaire » construite à l’image de l’exception culturelle. D’autre part, à la base de cette pyramide, en décentralisant la politique au plus près des intéressés et des communautés d’habitants.
